I had the same problem with Octave/Dynare but now with Dynare 4.4.3 and Octave 3.8.1 (from Dynare website not Octave!) everything works like a charm:)

Don't forget to run in Octave command window
addpath c:\dynare\4.4.3\matlab

Dynare is not compatible with Octave 4.0 yet. But you also made a typo when calling Dynare. It is not

This seems to be a problem with Octave. But the first thing to note is that

dynare Bas.Mon.Mod1.mod

is not a proper filename. There must only be one fullstop in the name.

This is an Octave problem. Octave cannot compute the prior for the parameter thetinf with the given parameters. You need to adjust them
