You made recent paper as requirement for application to the workshop. What about graduate students that have not written any paper yet, can they apply?

Yes, you have to upload a description of your research project. See the instructions at the application step.

I know deadline was a week ago, Do you consider late submissions? or do you extend the deadline?

No, sorry, submissions are closed. We got twice more applications than there are available places.
