Managing commodity boom

I'm working with a country which is experiencing a commodity boom in mining (uranium). I would like to advise the authorities to smooth spending.

I would like to come up with a simple two sector model with a budget component. Therefore I could do some simulation showing them that they would be better off smoothing spending since revenue are highly volatile.

Do somebody already have a model on this? Do somebody has some suggestions?
