The steady state is a characteristic of a model and its parameter values so you aren't at the liberty of choosing or imposing the steady state, except by tuning the values of the parameters.
Now, for simulations, if you don't specify otherwise, the steady state of the model is also used for initial values. Maybe, it is these values that you would like to set identical for both models. If you want to impose arbitrary initial values, just use 'initval' without the following 'steady'
There are some details that will be different in a deterministic or a stochastic framework, but I don't know in which one you are operating.
